In August 2015, the East Valley Water District board passed two resolutions for membership of the District as well as a resolution that would allow those outside of the District to receive water upon completion of the water supply development project. The purpose of the resolutions were to clarify the existing membership policy as well as offer an avenue for non-assessed lands to be included in water supply development.
Resolutions 2015-01 formalizes the procedure for new lands to be included within the District as members. New lands could be considered non-assessed lands within the current boundary of the District or lands that are contiguous to the District exterior boundary but not within the District boundary. To become a member, a written request must be submitted to the board as a petition to be included in the District. Each petitioner must make a one-time payment of the District’s current year development and operational assessments as well as a one-time payment of the development assessments 2003 – present.
Resolution 2015-02 established a procedure for providing and furnishing water for lands outside of the District boundary that do not wish to become members of the district. Those wishing to receive water from the District would enter into a short term (under five years) or long term (over 5 years) water supply contract. Any person who would like to enter into a contract with the District would submit a written request that includes the proposed term of the contract. For each year the District delivers water, an annual payment must be made for the operational assessment as well as the development assessment. A one-time payment of annual development assessments from 2003 through the present year plus a 10% surcharge is also required to begin the contract.
